James Mitchell, CCM, FCMAA, is a Senior Vice President at AECOM, currently serving as the project director for Austin Transit Partnership's new light rail project. The project is the first to use the Delivery Partner approach for its 10-mile, 15-station line, employing a Progress Design-Build (PDB) delivery model. Previously, Mitchell was the program director for Maryland Transit Administration's new USD $9.8 B Purple Line light rail system, a P3 delivery for a 16.2-mile alignment with 21 stations. He also worked on the USD $10 billion Riyadh Metro Project Lines 1 & 2 in Saudi Arabia. With over 42 years of experience in design, program, and construction management, Mitchell has overseen large complex facilities and heavy civil infrastructure projects worldwide. He has held various leadership roles at AECOM, including senior vice president and PMCM business line leader in the US, and market leader for the education sector, managing K-12 facilities in large urban school districts. He also led FEMA's education recovery response in Louisiana after Hurricanes Katrina and Rita in 2005. Mitchell graduated from California State University, Chico, with a BS in Construction Management in 1983 and joined Sverdrup Corporation, later acquired by Jacobs Engineering, before moving to AECOM in 2005. He was named a Fellow of the Construction Management Association of America in 2019.
